Torg
I found that in the X-com UFO gold edition, if you go into load game and select a blank spot, the game will load anyway. You won't be able to choose where your base goes, it'll be in the ocean (a preulude to TFtD!) and called South Pacific. Even if you have a radar, it won't detect any alien ships. You can still launch missions from it, but if you build a new base all craft will return there if at all possible, and you can't transfer items to the underwater base. I didn't play it that long, but I'm pretty sure that the underwater base is completely immune to alien attack.
[NKF]
That's because the base doesn't physically exist. The game loaded no data but it doesn't quite know how to how to handle this properly, and ends up pointing to bits of memory that doesn't belong to it. Just a memory leak. The base can be anything that was stored in memory at the time. Either random junk or an actual base that was in one of your earlier savegames. - NKF
