Is turning free for firing reaction shots?

I have a question related to X-COM tactical part, which I can not answer myself without extensive playing.
I remember that soldiers can turn when reacting on alien movement. The question is, will 1 TU be deducted if a soldier will turn for 45 degrees to open reaction fire?

I tested by giving one soldier a heavy laser and had him look away from a Muton. The idea is that he will be shot in the back, and then he'll turn and react. The turning action should cost 4 TUs.

The heavy laser cost 21 TUs to fire, so I left the soldier with 42 TUs. In effect, he should only have been able to react 1 time if he had to spend 4 TUs to turn. However after several tests, he always fired twice.

It appears that turning when reacting is a free action.

This is yet another thing where current UFO2000 version differs from the original.
