I think an easy way to do that is just add a link to the frame on the left to an java irc program that automatically goes to #xcomufo on whatever irc network. It would be simple enough for the irc newbies to use and the irc network would actually handle the bandwidth of the channel. I've seen those java irc applets being used in this way before. I'm not real sure which one you should use. Awhile back there was one on another site that directly joined the right channel. I'm not sure if all of those let you do that so I think it might be a trial and error thing. hmm just went to a site that did autojoin but it wasn't able to connect to the network. they used jirc.
