Tanks, my friend, tanks. Laser tanks, in particular. Your reliable and expendable scouts. That is, until they kick the bucket, then it's back to your hapless scouts.
For me, the scout role is often performed by brand new rookies - there's no better way to break the ice than to throw them into the deep end.
I too treat good reactions in a scout as a bonus, not as a necessity.
I like to leap-frog my scouts, so that I can switch them to extra rear snipers and let them earn some experience on the run.
If you want to train your reactions pre-psi, ambush the enemies as they leave the UFO. It's the easiest way to do it. With so many soldiers targetting the same enemy, you're bound to have lots of missed shots and the high reaction soldiers can only do so much, so eventually everyone will get a go. Also, have them armed with fast firing snap-shot weapons, like the laser pistol. This really helps with the frequency of reaction shots that you get to fire off.
