I mean these high reactions dudes are always front line, they always get shot at first, and have the shortest life span. I mean the support units (with both high acc and reaction) for reaction fire, which back up the scouts, live a lot longer, and ss ( sharpshooters) live the longest, always at the back. Same with heavy weapon guys, they are never front line.And reaction is much harder to train pre psi-skills than the other primaries, and if you lose a scout with high 50s reaction skill in the beginning, it can really hurt. Just my opinion. I mean some people seem to use soldiers with really low stats as scouts, like cannon fodder. But i don't see the point, the whole reason of scouting is wanting to find the enemy without suffering reaction fire, and you need high reaction for that. I think what they must have as a certainty are good TUs and Stamina (preferably more stamina than TUs on average). With all that running I have mine doing anyway. That is, until they kick the bucket, then it's back to your hapless scouts. For me, the scout role is often performed by brand new rookies - there's no better way to break the ice than to throw them into the deep end. I too treat good reactions in a scout as a bonus, not as a necessity. I like to leap-frog my scouts, so that I can switch them to extra rear snipers and let them earn some experience on the run. If you want to train your reactions pre-psi, ambush the enemies as they leave the UFO. It's the easiest way to do it. With so many soldiers targetting the same enemy, you're bound to have lots of missed shots and the high reaction soldiers can only do so much, so eventually everyone will get a go. Also, have them armed with fast firing snap-shot weapons, like the laser pistol.
