Replacing the tacp.exe...

I wonder if it would be possible to create a tacp.exe replacement that would input the data from the citiscape, make an autoresolve calculation and would output the same data that a finished mission would?

Would such thing be technically possible?

Or making a program that would randomise a result from a savegame...

it's technically possible, but probably quite difficult :) The original xcom used simple batch files to switch between tactical and the geoscape. Xcomutil replaced those with it's own batch files to do it's auto resolving. For xcom apocalypse you'd have to reverse engineer the exe's.
