As I recall you have to research UFO Navigation and UFO Power SOurce (Possibly Elerium and Alloys too) then you get to reasearch UFO construction (which BTW is an item you can sell if you have a base editor ). It uses less Elerium than the avenger (this is really important if you have the fvcked-up version of Xcom where the UFOs gobble Elerium like an SUV), anyway the one Mission you use it for is to catch intact supply ships while they are suppling an enemy base. They just don't have the same acceleration so this means they can't go as far as firestorms. However, their acceleration still trumps any earth vehicle, making them useful mainly for rapid short range interceptions and deployment. If you wanted it to go as far as a Skyranger or an Avenger, then you've got the wrong ship.
