Blender is an open source program which means no cash outlay for you. Then going up the scale a little, Milkshape is another prog some of the team use which isn't very expensive but is quite powerful and is designed for making game models so its ideal for use in the project.
Then going upscale again into big money territory you have Maya, 3dsmax and all the other high end modelling software.
A similar situation for texturing at the open source end of things you have theGimp which is very much like photoshop only free.
Then going up the money scale paintshop pro is getting to be a very powerful program now. There are lots of other painting and image editing software for a similar amount of money as psp so its a case of pay your money and take your choice.
Then we get up to the big boys again like Photoshop which will set you back a hefty amount of cash.
My advice would be to go for Milkshape and either theGimp or psp and you'll have access to everything you'll ever need for the project. Hope that helps.

Or there are other, more unsavory methods of getting it, but you don't want to know about those.

Of course, you have to know how to make textures before photoshop can be useful!

Another program is usually required to do textures (usually Photoshop, paintshop, or the gimp.)
