Thanks. I don't think I will get close to 2**31. If I did get close, I could repeatedly build and destroy a base facility until the cash was at a safe level.

Many players are very careful with their use of high explosives early on due to the low cash. But once the heavy-plasma economy kicks in, you don't really have to worry too much about carelessly destroying nearby equipment with a rocket or grenade for example. But I guess the mentality of maximizing profit does stick a bit.
One other thing I've stopped doing is use the laser cannon assembly line method of raising funds.

Me too, but I still get much more cash than I need. Since I now know that the rollover is 2**31 though, at this rate it would take 20 game years to reach that point, and I would have to avoid attacking Mars to have a game that long.
I have more than enough money for hyperwave decoders, elerium products like psi amps and flying suits (with workshops and engineers), and psi labs. It's possible to run out of elerium, but I found an alien base and am saving it for future elerium heists if necessary, and for combat psi training.
Digression:
And of course, eventually I have to capture an alien commander, but there is no hurry. After my guys get better at mind control, what happens if I mind control an alien commander, walk it to the exit area, and stun it there, while leaving another disarmed alien alive and conscious, and then abort? Would that capture the commander?

Moving mind control aliens into the entry/exit pads without stunning them and then aborting will only give you their equipment. They stay behind. Handy in a way if you're in a hurry and don't care about bringing any bodies home.
I'm not sure what would happen with aliens that are not under control though. That's worth testing out some day!

As long as it's stunned when it's not under X-Com control (luckily stunrods have a failsafe there - but not the stun bombs).

Yes, I should have said, mind control the alien, walk it to the exit area, wait until it reverts to alien control,, then stun it, while leaving another conscious alien somewhere outside the exit area so that the base can be raided again, and then abort,
I don't know what would happen if you stun the last conscious alien in the exit area and then abort (does aborting with no conscious aliens automatically destroy the base?), or, as you asked, what happens if you abort when a conscious unstunned alien is in the exit area.
