Dunno if it sounds understandable or if ya know already how to make them, but my suggestions is to have clouds be another layer around the globe (if it's not clear hehe).
Dunno really about programming, but maybe you could add something like three cloud layers, or even the "radar weather sats" that could show rain or storm (or hurricane?
)Storms could interfere with UFO detection or Aircraftspeed, eh?
Players should have the option to turn them off or on (or transparent) hehe.
All this stuff is just suggestions about how ya could do it
