While having the whole thing look like a scanned WWII training manual, I don't think that that is very realistic on what one would expect from the Xcom command structure.

The main compatability problem will probably come from the picture inserts. Some images might look all right in one style, but might clash in another.

XCom (and X-Corps) are secret organizations.
One of the things everybody seems to forget is that computers are not secure, not in the least.
There are always ways to retrieve data.
Therefore, few classified documents, let alone documents classified at the Top Secret or SCI levels like XCom and X-Corps stuff would be, goes on computers. (Does stuff go on computers that is classified? Yes, of course. But...)
Especially stuff like manuals, which need to be readily available.
Paper is preferred. Paper is easier and faster to destroy, and can be kept more secure than digital documents. Paper documents are harder to accidentally carry from secure areas, let alone smuggle out.
In short: It'd be better if it looked like it was on paper.

This is a brilliant idea and I don't know why I didn't think of this myself. Great suggestion. Do you have an opinion on what should be the default? I lean to high-tech.You know, for the html version, you only need the one document, but you can make a whole selection of stylesheets to choose from. That'll satiate the needs of those who want ultra-high-tech -v- campy WWII typewriter print or whatever. One document, many styles. Everyone's happy.

This could easily be one of the Styles mentioned above.In short: It'd be better if it looked like it was on paper.

Ufo1 syle - old school
Ufo 2 style - some kind of Water World

Ufo 3 style - very urbanitic and mech.
It's not hard to do it , but it will take some time
