Julian Gollop: The project started reasonably well with myself and Nick designing and programming, while the art was to be done by John Reitze and martin Smillie at MicroProse. Soon we had some problems because Microprose did not understand our game design and they asked for clarification. Several documents later we were not much better off and I had wasted a lot of time. Certain creature types were removed, including the ‘Men In Black’ and others added.

Hm. Men In Black creatures?! Aren't you the commanding the Men in Black?

Any idea what these aliens (?) would be like?

OK, found another interview, puzzle solved:

Despite the game’s schedule, not every idea would make it into the finished project. The men in black folklore surrounding UFO legends fascinated the Gollops, so the original design document explained how these suited government agents would be featured in the game as members of X-COM. Players could base these characters in a city and collect information about alien activity. “They were like spies,” Gollop says. “But we were told to take them out because Microprose was doing their own game based on men in black. I don’t know what that was, but it didn’t see the light of day.”

The Men In Black were basically reduced to the mysterious 'agents' that occasionally find hidden alien bases for you.
