I have completed the game several times and never found out how to get it. I suspect it is something to do with the Tasoth Commander bug as I seem to remember the tasoth autopsy saying something about being able to revive dead ones - anyone ever found out what it is and what it does? Alien Re-animation zones are equipment similar to alien learning arrays and the like that were removed from the game. However, if you hack yourself one, you can research it.
