UFO 1.4 sound bug

Well...all we knows, patch 1.4 damages sound files right? No. Patch 1.4 doesn't damage sound files. The bug is in TACTICAL.EXE, not in SAMPLE2.cat. I've tested this and I'm sure I'm right. It is possible to extract all sounds from SAMPLE2.cat, change it (I think for example to copy sounds from Amiga version) and repack it into SAMPLE2.cat. Of course, I mean here infamous "metal plate sound when soldier steps on ground" bug. This bug can be corrected by copying old TACTICAL.EXE from 1.2 patch. But I want know, has TACTICAL.EXE from 1.4 some improvements? If yes - can someone fix it, to play sound during battle correctly?
