No, haven't looked at xcom apoc for a while and I never got to AI stuff while hex editing & disassembling away. Any particular suggestions?
edit: going with what is available, maybe it's possible to tweak the AI 'zones' in the map files? I have no idea how they work and if you can even edit anything about them in the map editor by Mythos, but it's worth a shot!

The main problem with the AI is that it's doing shooting and walking at the same time and usually doesn't use aimed shots which makes its accuracy abysmal - basically, the AI is useless until it gets boomeroids, vortex mines and entropy missiles - weapons that don't require aiming.
Another problem is enemies running around aimlessly.
It doesn't matter how good its plan is as long as enemy troops are behaving in such idiotic ways.
The AI needs to be able to use APs in reasonable way to be any challenge.
