When I Run Apoc The Screen Is Blurry

I followed all the instructions on this site, it even worked once, but not anymore, I made sure all the .bats and apocexe are set for windows 95 and 256, I use the shortcut to the apoc.bat to run in full screen. the game technically works but is very streaky and 99.9% unplayable, my buffers/files thing still says I have 40/0 on the game installer, but I followed those instructions too.

 

 

any ideas?
