As an aside - I thought terrain already had a certain level of "toughness"? UFO shells are tougher than UFO interiors are tougher than standard walls....? I'm not sure how easily this would convert over to materials that take longer than a turn to destroy however. As for high explosives - Blaster Launcher and.... High Explosive.
