IMO it's better to make a properly balanced and fully working TB system.Implementing two systems =dividing effort into two half-baked systems instead of focusing on one that properly balanced and working smoothly. Also, RT doesn't fit the UFO-like atmosphere, which is largely based on suspension, not on fast RTS action - the hidden movement shows player that there's something unknown lurking outside of the known terrain which builds anticipation and anxiety - also, temporal loss of control during the enemy turn is important for building atmosphere too.RT, which is based on continuous action doesn't have such qualities - also, the pause offers a total control of action, which decreases the tension.
