ErikLarsson
Raiding the supply ships can be very effective, but sometimes you are just out of range, meaning you will detect the sub but even if you sent your triton/hammerhead immediately the uso will have time to land and take off again before you can get there... How to you proceed? Build a new base and transfer your whole main squad? Train new guys there? Just leave it a wait for a base to pop up closer? It as quite a hassle to get a whole new base up with alien containment and all...
[NKF]
The cash you'll recover from the costs of building up the nearby base would more than make up what you spent on it. If it's just for the loot, you don't need even need a containment. A quick bare-bones raider base would consist of the air-lock, quarters, stores and a sub-pen (with a Triton and crew and equipment ready to be transferred out from another base the moment the pen is ready). You can already detect the presence of the ship from another base, so your sonar can be built later. Capture a few ships, sell the loot, then slowly build the extra facilities at the new base while phasing out the facilities at the other before shutting down the old base completely. Then recycle the base slot and put up a new base elsewhere. - NKF
BlankSlate
If it's Gillman (or even aquatoid once you've got MC screened troops), it's definitely worth setting up a new base. I've usually been lucky though with getting a nearby alien base within the first few months.
