The game will work if I use the "UFO.EXE" but the screen is garbled, so I have to manually disable Direct Draw through DXDiagnostics. Last night I was playing the game for awhile, then it froze on me so I forced a shutdown and went to bed.
I'm using WindowsXP Home with SP2 and the latest updates.

Edit: Problem solved. After looking at this topic I found the problem. I needed to change "MIDI music playback" from "SoundMax Wavetable Synth" to "Microsoft GS Wavetable SW Synth" and I set it to "Use only default devices". Now I can use "ldr_XCOM1.exe" and "ldr_XCOM2.exe" to launch X-COM1 and 2 and not need to manually disable "DirectDraw". I also don't need to use "Turbo" anymore!!. I can also raise or lower the music too.
