Edit: upon closer inspection, it looks like it may be for TFTD (at least this is from the mapsetup batch file). However, the documentation is for X-COM/EU. Hopefully this works for you.

unfortunetly his websited no longer has the files, but other UFO sites may. The zip posted by zonbe is one of his packages.
The problem with his maps are they were created before the route maps were decoded and the aliens just get stuck in the room they spawned in.
At one time I gained permision to re-release the packs with working routes and some bug fixes. I was going to relsease them as part of a more ambitous mod project that never got finished. I should look and see if I atleast have the maps so I can post them for others to use.
